I dunno, ground pound seems like less of a new 'power' and more like a new way discovered to use the mjolnir. Heavy, powerful stuff it is. What if plotwise, there's now a reason for the chief to make use of that ability; such as needing to break through a relatively thin ground structure/architecture. In past Halos there wasn't really a requirement for that (even though if you think about it it could have come in handy in a few places). In short, it seems like something the chief could have always done - whether combining a large jump or a big fall with a focused pound - to dig away at the ground or break through a floor. Now there may be a reason or a prompting that gives him the idea to do so, in the plot, as a 'reason' for the ability in Halo 5.
