Eh for me it varies. I found Halo 2's campaign to be much more re-playable than all the games after it. I like to rate all the campaign game sin a couple overall catagories...

Story Quality: Halo 1 > Halo 2 > Halo 3: ODST > Halo 4 > Halo 3 > Halo: Reach

Level Design (Quality of Playable Space): Halo 1 > Halo 3 > Halo 3: ODST > Halo 2 > Halo: Reach > Halo 4

Gameplay Perspective (Sandbox and Encounters): Halo 1 > Halo 2 > Halo 3 > Halo 3: ODST > Halo Reach > Halo 4

Overall Soundtrack: Halo 1 > Halo 2 > Halo 3: ODST > Halo 3 > Halo 4 > Halo: Reach

My Overall Enjoyment: Halo 1 > Halo 2 > Halo 3: ODST > Halo 3 > Halo 4 > Halo: Reach

I gave Halo 1 the edge over Halo 2 for the sole reason that it had better level design and unlike Halo 2 had a much more satisfying conclusion. Halo 3 is lower than Halo 2 because while Bungie improved a bit on the level design (minus Cortana) it did not have a satisfying story

The reason why I put Reach last is due to the amount of overall retcons which to me showed alack of respect or care for the established canon. I was also not a huge fan of those on the rail moments that they threw into the game.
