Microsoft has allowed Halo-related and Halo derivatives on Kickstarter previously: Halo: the Fallen and our own Community Evolved being examples. Thus far, you're probably safe as long as you aren't directly ripping assets from the games, and you go out of your way to emphasize the fan, unauth nature of the production.
