I see it as a hint of, "We want things to be right this time, so we'll risk being ridiculed early on for an unfinished game, so you can have a great game."

I think 343 is definitely making the right choice with this. Also it would definitely put off a lot of Halo fans for them to sell H5's multiplayer and campaign separately. I can't imagine 343 making such an unsafe risky move.
