Not aware of it if there was and I've never seen it enforced when leaks of DLCs, Halo 4, and Halo CEA were shown around on 'GAF and the likes.
I come from the Sonic fanbase, SEGA can't keep a secret for shit so were always getting leaks. its sort of second nature to just post whats available.

: subtext and writing of the scene just to show off flashy CGI is, in my
: opinion, pointless.

The latter is what it is most likely, from what I can gather from that Lord Hood scene + the screenshot 343i released on the site it was made just for the intro seeing as godrays are in the background while hes talking. I'm betting most of those scenes were made for the intro.
