Halo 4 didn't require his government's involvement as they seem fairly secular at least in comparison to Jul 'Mdama's Storm. It was a story that focused primarily on John and Cortana, and to a lesser extent, that Spartan's interaction with a UNSC leadership that holds him in contempt. Thel would have no place in that sort of narrative. Thank God Bungie was smart enough to keep the Sangheili leader in the fore half of the ship instead of back with his new Spartan companion.
