AS I UNDERSTAND IT (in caps because I could be so very wrong)

The Arbiter is staying busy trying to keep the Sangheilli from killing humans and each other. A leader and a diplomat he is he is. The Covenant forces that buggered about on Requiem are unaffiliated with him and whatever faction he leads. This is featured in both the Kilo-Five Trilogy and the current comic series; Halo: Escalators Are Easier Than Stairs Escalation.
