Kinda reminds me of a Cylon Raider paired with a B-Wing bomber.

I think it could have evolved like everything else. A lot of things in Halo are very different from their earliest 2001 incarnations. Would be cool to see this bomber as the inspiration for older Covenant starfighters and bombers mentioned previously.
