Anniversary feels clunky even played completely local. I remember attributing the less responsive gameplay to raw aesthetic choices in my review, but I suspect some funny business is going on with how the game buffers its frames. Given the apparant input lag and the stuttering, I wouldn't be surprised at all if it's triple-buffered.
Whatever it is, it feels bad.
There's not necessarily a perfect solution. I think the original game feels much better, but its split-screen coop framerates aren't exactly stable.
