No, they do have a full 3D model as seen in Spartan Ops cinematics, but in this map it's not needed to create a fairly convincing replica. Instead of the full geometry and textures on all sides, they have a handful of simpler textures and that saves lots of memory overhead for the map. It's better than just a simple flat texture though.
If you break out of the map and fly to it (well as close as the barriers will let you), you can actually see some parallax in the way you can change your angle to, say, the engines, but that far out you can see it's a bunch of overlapping textures with no real substance.
Another way to see the effect is to break out of Landfall and see that the Mass Driver on the building to the right of the playable area and the Broadswords in front aren't actual 3D models either and can only optimally be seen from the angle of the playable area of the map. When you change that angle, they no longer look like anything and you can see the overlapping textures they're made from.
