Look very carefully at the file listing. There are only 14 unique numbers for levels (not counting the training level): 1,2,3,4,6,8,9,10,11,12,13,14,18,19. Count 'em, 14. Levels 5, 7, 15, 16, and 17 were removed during Oni's development.
