Actually, I think the Ghôls are more unified than most races. They have a well-defined homeland north of the Dwarves (sure they travel all over the place, but take they great pride in defending their home territory); they have a universal racial religion, with common holidays and holy shrines; and they of course have their race-wide feud with the Dwarves.
I've never really seen any reference to "clans" or "tribes" of Ghôls. The only Ghôl leader we've heard about--Fang-Grinder--seemed to have authority over any Ghôl in earshot, not just a clan. (If you buy Myth III there's a priestly caste, but they seem to operate at the racewide level as well).
I agree that the individual Ghôl is pretty anarchistic, but I think all the social obligations it *does* have are to the race as a whole rather than to a clan.
