The central theme of Myth is renewable armageddon. Every thousand years the world is practically destroyed. The Leveller has never won entirely - Moagim died, even though he ruined civilization and unleashed the Myrkridia on the world.
The Leveller TRIES to destroy the world every time; he just never succeeds. If the Leveller was just some conquerer seeking to take over the world... so freaking what? You'd just have politics as usual, but with higher-powered magic. The Leveller is destruction, incarnate.
