...because the Leveler was killed before he could finish the job each time. I can't remember any reference that states the Leveler ever wanted to rule anything. If he reigned over something, it was only a matter of time before it got blasted. Such as, he wouldn't destroy something that could be used to destroy another thing... once object/city/person/army #2 was destroyed with object/city/person/army #1, he'd then destroy #1 once there was no use for it.
