Water disrupts a shade's mind...thus, whatever it is that perserves their intelligence. (As opposed to a Thrall, which has the brains of a dull-witted rock), and if that happens, you've basically got a hovering Thrall with a sword.

Not even that, maybe. The hovering is presumably magical.
