Governmental System of Dorfs

In the flavor text for some of the poachers it states that the dwarves have a king named Alberecht. However in the Pathfinder flavor for M2 it states that there was an 'ephor' for Stoneheim. The only reason I could think for this is that the king is the ruler of everything and ephors are his subordinates. But why would he need a subordinate with only 2 cities? And usually in a fuedal system with a king the wealthy dwarf nobles would have all the power. Does GURPS go into governmental systems? If so, just fill me in on it, thanks. You know now that I think of it thats a really wierd question. Anyone who would ask a question about the government of a race in a game is seriously unbalanced and obsessed. I guess I might need to know for Myth Wars though. Ugh...
