In the picture of Shiver on page 111 of GURPS, Shiver very definitely has normal hair, although there are six white strands among the black mass. Make of this what you will. Most interestingly, however, you can see the tail of a serpent coiled around her left leg, so there's clearly some kind of serpent affiliation that Shiver has.
Though I'm straying from the point a little, don't you think it's appropriate that the typical peasant has Necrophobia?
