Hero or not?

In the M2 Epilouge it says that if Soulblighter had waited a mellinia (er, spelling?) he might have become the Leveller. But all Levellers in recorded history have been hero's before they became evil. Is that just kinda a coincidence, or was the heron high on mandrakes and didn't know what he was talking about?
