The Deceiver's army on TFL

Hi to everyone!
I've just wondering why the Deceiver didn't have Warlocks on the great war but just Thrall.As we saw Warlocks turn to be special units who had huge advatage against range units but also and on infantry.Imagine so the big problem the Fir'Bolg would have if they had to fight Warlocks.
Furthermore The Deceiver was among the smartest Fallen Lords so if find it impossible to forgot them.
