Personally I think that the reason Mahir were so scarse before Soulbighter came along is because no one had suffiently horrible deaths. During his stay at his little Untamed Lands holidy retreat, he probably chanced upon something that mentioned them and went about rounding up some peasents and killing them in such inimaginably painful ways that mahir were left in their wake.
