The cutscene before River of Blood mission shows a man, in armor, and with a flowing red cape looking over a wall with a gargoyle face on it, and the bright comet looming over head. many probably figure this was balor, but remember the Watcher wore a cape...
If the Dark's motivation was to save a few units, they sure went about it the wrong way. Whereas one pathetic, almost-dead Thrall could have cracked The Watcher's shell, in allowing the Light to do this the Dark lose two or three SHADES plus various Ghols and undead. If I were them I would have sacrificed my lowly Thrall.
