Myth RPG

At last I have come up with a good system for the Myth RPG! However I have hit a slight problem. For those of you who have an understanding of RPG's, please read on. For those of you who don't, reading on would turn your brain into haggis....

Note that I am using a D100 system with this.

Each character will have 9 basic attributes. These are Melee Combat, Ranged Combat, Strength, Toughness, Intelligence, Dexterity, Will Power, Fellowship, Perception. You start off with a certain number of points to spend on these attributes. You can then specialise in certain areas of thses attributes. You would have another certain amount of points to spend on specialisations eg Broadsword would be a Melee Combat specialisation. Now here's the problem. I have two different ways of doing this.

A) If you are trying to perform a specialisation, eg attacking someone with a broadsword, but you do not have the Broadsword specialisation (I will refer to specialisations as skills) then you use the attribute it is based on (in this case Melee Combat). Now why would people spend experiance points on skills when they could just spend it on the attribute, thus upgrading all those skills that are under it? The answer to this is that I would make attributes VERY difficult to upgrade and skills relatively easy, which makes sense. Also, I could start the players off with very few points to spend on attributes compared to skills.
Thats the first idea.

B) If you are trying to perform a skill, eg attacking someone with a broadsword, but you do not have the Broadsword skill then you use the attribute it is based on BUT you would suffer a penalty to that attribute because you are using a weapon that you are unskilled in. If this was the case, the attributes would have to be fairly medium to cope with any penalties, or else you'd almost never hit unless you had the skill. However if you did have the skill then you could use it like normal.

Another situation that applies to both of these is that, if you did have the skill would you add it on to the attribute and use that, or would you use the skill on its own?

Please reply, I cannot sleep with such a question at the back of my mind!
