To judge by their yellowish skin colour, the Fir'bolg are, at the very least, a distinct ethnicity. And, for what it's worth, they seem to consider themselves distinct from humans. To answer your question, I'd generally be inclined to say no.
Personally, I'm not seeing Ne'ric's prescence in Chimera as a violation of the Fir'bolg leadership's oath at all. They swore never to wage war outside the Ermine, and they haven't: we observe no Fir'bolg military units in battle. But the Fir'bolg aren't as homogenous as, say, Trow are: you're inevitably going to get the odd adventurer or wanderer who travels beyond the Ermine's borders, and it may occasionally be necessary for him to shoot people.
