Horses and riders are expensive, again. It doesn't appear to be worth it, is my guess. Or no one's thought of it. The gist of things seems to be that horses are only used when men are not enough, from what I can tell.

In the journal entry for Into the Breach, we see a picture of a horse hauling a cart, and perhaps a few other times. But that's really it.
