There are a few examples of horses in the fields and hauling carts. As to why they're not used by the Legion? There are several reasons.

1) Horsemen are extremely expensive and difficult to raise/train properly. Upkeep is also a problem.
2) The Province's "Legions" are a variant on Rome's,fufilling a role which men on horseback don't do as well. Namely, yield no step of ground until it is soaked in blood.
3) Undead and wicked things scare horses worse then men, I'm sure.
4) You can march men in a fifty/ten (fifty minutes marching, ten resting) way and cover long distances quickly. Horses don't hold up to that kind of abuse well, but the Legion kind of needs to be able to do it.

As to why Bungie didn't include cavalry? Its apparently possible in the Myth engine, the Freedom (And/or Freedom 2?) usermade campaign involves what are basically Myth 1 warriors on horses as part of the unit options. My guess is that it didn't make sense within the storyline, for the above reasons among others.

I may be missing something blindingly obvious, but this should answer your questions.
