Remember, it's not as if the Ghols are anything like a unified nation. The various tribal groups may form rough coalitions when they think it's time to kill some Dwarves, but for the most part, they're independent. Some Ghol clans have "agreements" with the Trow, others serve the Fallen, others rampage around and eat people because they feel like it, not because some guy with half a face says so.
