I doubt he'd have told her it was a veil, that would have defeated her vanity. I'd say he showed her how beautiful she was, and then promised her she could remain this way (like Damas seems to have, minus a face) if she was loyal.
Telling her it was a veil wouldn't really aid her vanity, she'd need to think she'd always looked this good.
