I find that this means that Phelot DID raise them because no other fallen lord is mentioned around at the time (if there was they wouldnt have been able to go find out 'what'd they do with all the bodies'
well... He could have been judging them for thrallation from a fallen lord, but I say if the baron can do it Phelot can..
and i am pretty sure he was a shade at the time...
