Actually, Fir'bolg are a different species. GURPS goes on to say that it is impossible for a fir'bolg and a human to have offspring. As for magic, it states that anyone can (in theory) learn magic, which means that wizards can be a lot more picky when it comes to choosing their apprentices (Mazzarin kicking out Moytirra, one of his most promising followers, for example.)
Sure, all this stuff assumes that you believe GURPS, but nowhere is there any statement to the contrary, to the best of my knowledge.
