Madrigal a Free City or Provincial city?

In the encyclopedia, it says that Madrigal is part of the Province. Is this right?
I am asking this because the introduction to TFL says, '...until the free city of Madrigal alone defied them (the Fallen)...'. This could mean free as in free from the Dark but there is more evidence.
The Warrior flavor text says, 'After the armies of The Province were finally broken at Convenant, the survivors scattered among the Free Cities of the North...'. This makes you think that the last Provincial (is that a real word?) Armies were broken at Covenant and the Province has been lost or at least that there are no more armies there. This would mean that Madrigal is a Free City because it is where the light have garrisoned themselves (there are an awful lot of light there).
I hope you understand what I mean, because I almost don't.
