I'd say he left The Deciever their cos it was the safest place, he knew that he could only gain alliegance to him if he something to offer him and with a destroyed nation it was safest to leave him buried.

I dunno, its never mentioned, I suspect he knew about the Summoner, maybe he wasn't able to read it, maybe it just kept showing him the same page.
