Soul and Watcher

Ok i been thinking this a lot. Why did SB resurrect Shiver and not Watcher. Simple. Another nail in the coffin against Duckys wrong theory of Watcher being dead. SB didn't resurrect him because...He is not dead. Why would he resurrect Shiver? And dont gimme any of this "They were secret lovers" crap because for one how could they hide it from the WATCHer and Balor? And why would Shiver love anyone else besides herself?
