Regarding the orginal version it's not cruel...
IT'S STUPID.
personally I think that it probably is a cynical take on the final version's plain statement.
that is, every available man is going to be thrown at the Fallen Lords, but just sending the peasants unarmed and unarmored just makes litteral Thrall fodder. It does no good at stoping the advance (maybe for a short time, read: hours at most)
