Madrigal and Covenant

I was looking through the Excyclopedia and I noticed something.

In Myth The Fallen Lords, Madrigal seems to be part of the Free Cities of the North, and Covenant the capital (now destroyed) of the Province.

In Myth II: Soulblighter, Madrigal seems to be part of the Province and Convenant one of the large cities, but nothing more.

Did Alric move the capital to Madrigal during his rebuilding of the West, and if so, why?

Did the border between the Free Cities of the North and the Province change? If so, again, why?
