Why would not The Deciever be able to bind Phelot? Maybe Deciever used a some of the hidden powers in his powerful artifact (that maybe only could be used once?).

Since he only used it once it is reasonable, maybe.

Maybe he talked to phelot telepathically and convinced him to join the light?

Maybe they were close friends or knew each other in the past.
