Ok there is further evidence that he is Callieach. First off, he is grey. This might be his constant self-ressurection. But a grey person is kinda strange still, and you'd think that he knew how to keep his flesh alive at least.
Moagim had the Rod of the Callieach. Uhhhh well it took a lot of knowledge to know how to make one. Much expertise. I beleive that, because the Callieach were probabally killed before any major written text, The Watcher would have to know how to build it by experience NOT reaserch!
He has a land-mutating spell, and the Callieach created the Great Deviod.
He wears Egyptian style clothing. Perhaps the Callieach formed the same kind of culture. It would be realistic, as both created lasting monuments to their glory (Great Devoid, which was somewat out of nescessity, and the Pyramids)

Oh and in TFL he turns to stone and dies in a pile of crumbling rock. I dont think humans do this!
