Well, first off I dont think we can take Crows Bridge as a good example. First off, the town was a little ways behind the main lines, so it may not have seemed the best place to leave too many men. So the people had to bribe the officers into leaveing a token force.
Secondly, I beleave you are right in that the actual solders would care about their own familys at least.
As for the extraordinary cirumstances... these seem to have created extraordinaly leaders who probably would only sacrifice the civilans if it was absolutly unavoidable.
