Do you honestly think the Legion commanders cared about the civilians? The pregame text of Crow's Bridge certainly seems to count against it. The way I see it, as far as your typical Legion commander is concerned, civilians are just an annoyance who are no good at fighting, get in the way, and lead to the endangering of his men.
