Northmen probably have as much average *potential* for sorcery as any other human, but that doesn't mean Berserks themselves employ magic. Some Province humans may become mages or archmages, but Warriors still can't cast spells.
Shiver did indeed learn magic--and look what happened to her. Perhaps the dismal fate of the Myrmidons made their kinfolk less interested in spell-casting.
