The deceiver probably cast a spell on himself to heal himself when the staff was returned and the proper words were spoken, so it was the spell itself (which had presumably been cast years before, when he was trapped shortly after the end of the great war) that did the healing. A peasant could have said the words (if he knew them), and have the same effect. As for why the spell had to be activated, instead of activating itself.. that's a whole 'nother thread.
