Here are the leaders I know of. I'm not sure if some are dead:

Dwarves:
Albrecht - "Albrecht, the King of the Dwarves, having been presented with the latest invention of the famed Wehrfaktorie, is said to have replied "Such a thing would make war too terrible to wage." - I believe he could have been alive at the beginning of the Great War since dwarves live a long time and Alric survives through both wars. He could have holed up in Stoneheim until the dwarves uncovered it after Balor's death.

Province:
King Caliban - "Long enemies of the civilized nations, the truce which brought the fir'Bolg and their famed bowmen into the Light was forged by ou'Kahn the Great King and Caliban during the Sword Age." - He must be dead at the start of the Great War but he was alive at the beginning og the present Sword Age.
Alric - He must be a King at the start because he - "reclaimed his throne after defeating Balor." - Although it also says - "Alric, then simply a wizard of immense power and not a King." - But the final proof is the joornal entry from "Flight from Covenant - "Mauriac was prince regent here during King Alric's adolescence."

Fir'bolg:
Ou'kahn - "Long enemies of the civilized nations, the truce which brought the fir'Bolg and their famed bowmen into the Light was forged by ou'Kahn the Great King and Caliban during the Sword Age." - I assume he is still alive since we never heard of the Fallen entering the Ermine. That's not to say they didn't and maybe he died naturally, in which case...
Og'un - "When asked of his advice on how many men should be trained in the use of the bow og'Un remarked, 'One in twenty from each town. Go there, these men will make themselves known.'" - He is asked for his advice so must hold great respect and maybe also power.

Cath Bruig:
It is unclear who was the Emperor when Balor razed Muirthemne but the last recorded of course was Connaught. Others include Ceiscoran (commisioned the replicas of the Ibis Crown) and Clovis (first emperor, mausoleum of)

Berserks:
Unknown

The other Avatara were probably rulers of specific areas too:
Cu Roi, Maeldun,Murgen, Rabican

If you wanted leaders of evil races too:

Ghols:
Fang-Grinder - though he was killed by a young Mauriac and therefore before the Great War.

I believe that is all the information we have on leaders of nations. I assume this is for the upcoming MythWars, please let me know when I can sign up it sounds really cool.
