That flavor tells us that Mazzarin was the most powerful of the Avatara, not the most powerful magic wielder ever. Personally I think that the Fallen Lords were more powerful than anything the Avatara could muster; their weaknesses lay simply in more human faults such as insanity, vanity, infighting, etc. Of course this also depends on how one interprets the 7 thrall waves flavor. On one hand one could interpret it to mean that Mazzarin was so exausted after having to fight off seven giant waves of thrall that he knew he could not vanquish the Watcher under those circumstances, or on the other hand (as I prefer to believe) one could interpret it to mean that the Watcher was much more powerful than any of the avatara that Mazzarin simply knew that he was doomed upon seeing him.

I also think that by the end of myth2 Alric has supplanted Mazzarin as the most powerful of the avatara simply because he is a great hero and the ease with which he dealt with soulblighter.
