The Leader

Who knows who was the leader for the army of light in the Great War?(King Alric was the leader and the king after Balor's death).
I remember that in TFL the Avatara Alric was sent in a mission in the desert(from the head)but he was captured.
So that leads us that someone else gave orders.Maybe the same person who ordered Rabican and Maeldoun to guard the cloudspine.
The problem is that since the emperor was killed,we don't know the leader.
Is it possible that the leadership was under the controll of the Nine?And perhaps someone else exept Alric was the Commander?(Maybe Cu Roi or Murgen ?)
Alric gain controll in the end of the war when most of the Avataras was killed.During the war he looks like taking orders from others.
