Skull-on-a-stick

I've always wondered to whom that skull on the Deciever's magic stick belonged to. Maybe it's the skull of some previous Hero/Bad Guy?
It would be cool if there was a hidden story to that stick and how it became to be.
Just a thought, anyways.
