Who raised madrigal in TFL?

I mean in TFL it wasn't stated. They just sayed that the Deciever crossed the cloudspine in The stair of Grief. But according to Soulblighter he was cast in a river there and frozen. Watcher was in the east with Soulblighter and Shiver was dead by that time so who destroyed the west cities?(I don't belive that some low rankers would so it)
