Taunting

So what effect, if any, does taunting *really* have on gameplay? I know it's worked into the scripting on a few levels, but does it really get the attention of the average bad guy. I've taunted and taunted and it never seems to attract more enemies to the taunter.
I assume Bungie put it in for more than just our amusement, but I wonder specifically how it works.
Any thoughts?
