Slipstream space question *SP*

Another question i thought of is this idea of slipstream space. In FoR they talk about the cole protocol which requires a ship that encounters a conanant ship to lea the covanant away from earth. To do this they go into slipstream space and end up somewhere in the universe. We cannont control this however the covanant can. When we are awakened in 'Halo' MC just wakes up from a cryosleep after they had just ended their jump in slipstream space. My question is if they cannot control where their ship goes how can they in FoR use slipstream space to get to some places? Don't they use slipstream to get to Reach? There was a point where, at that time, luietenant keyes was in cryosleep and woken up 3 hours i believe before they reached their destination. Do they have some control as to where they can go? Perhaps they've plotted points where they can access and others not?
