Think its our old friend multiplayer balance. And unlike the Banshee, the shotgun didn't get adjusted for the difference (probably would have been too noticeable and then people would go on and on at Bungie about why the H3 shotgun can't be like the ODST one, etc)

We have our memories of the Halo CE shotgun at least. :P
