My personal feeling is that the Arbiter's stuff happens before the Chief's, but it makes no difference. I was concentrating on the Covenant schism. That gives the Arbiter time to be declared dead, kill the Heretic and be jumped to Delta Halo from Halo 04 with High Charity in the time it takes Chief to go through New Mombassa, jump to Delta Halo and kill Regret.
