I had a peek at the Weekly Update database to check a vague memory, and 11 November '05 they were offering the update to those without Live either through a download and burn=to=disc file or a physical disc to be mailed out from XBox.com. Looks like it's still live and current.

-- Steve really doesn't need it, as his Internet connection works just fine for hauling in the BC updates directly.
